Tear Tracks
My 1 year old mutt has seemingly permanent tear tracks. Is this just a normal thing or does it indicate a problem?

This is a common thing in most dogs. If you use a whitening shampoo and let it sit without getting it in their eyes then you can usually bleach them out again or at least make them less noticable.
